Section One:  The Rink

Rule 1.                        Rink

The Rinks used in the NWBHL vary in size and shape, the primary rink used currently shall be the Arenex.

 

Rule 2.                        Rink Dimensions

The Arenex is approximately 115ft. long by 75 ft. wide.

 

Rule 3.                        Division of Floor Surface

  1. The line even with the goalposts shall extend across the rink and be known as the goal line.  They are approximately 8ft. from the end boards.
  2. There are no “blue lines” in the Arenex, only a center line that divides the defending zone  and attacking zone for each team, the line is marked in black and extends the width of the playing surface.

 

Rule 4.                        Goal Posts and Nets.

  1. There are no fastening devices attached to the nets in the Arenex.
  2. The goals are 6ft. wide and 4ft. high.

 

Rule 5.                        Goal Crease.

The “goal crease” is clearly marked by a painted light blue area

 

Rule 6.                        Center Floor and Spot Circle.

The center of the floor is marked with a circle at the center of the playing surface.

 

Rule 7.                        Face off Spots in Neutral Zone.

The Arenex has no neutral zone, therefore, faceoffs that would normally be taken in the neutral zone will be done on the center line.

 

Rule 8.                        End Zone Face-off Spots and Circles.

End zone face-off spots are marked with circles and face-offs will occur in the center of those circles marked to the left and right of the goal net.  Players will line up outside of the lines that are marked in red approximately 8ft. from the center of the circle.

 

Rule 9.                        Players’ Bench.

  1. The Arenex Benches are located in the corners of teams defending end and are boarded off.
  2. Only players in uniform and a maximum of 2 officials are allowed to occupy the bench, these individuals shall all be registered on the official gamesheet.
  3. During a game team officials (Coaches, Managers etc.) shall be restricted to the bench.
  4. The Home team shall have the east side (Men’s side) and the visiting team shall have the west side (Women’s side)

 

Rule 10.          Penalty Bench.

The penalty benches are located on the opposite side to the players bench and are in the corner.

 

Rule 11.          Referee’s Crease.

A red line marked approximately 12ft. from the timekeepers box and the floor immediately in front of it shall be known as the referee’s crease.

 

Rule 12.          Signal and Timing Devices.

The Arenex has a countdown clock, a penalty clock and a score clock, directly across from the timekeepers box, it shall mark the official time of the game and penalties.

 

Rule 13.          Dressing Rooms.

  1. Dressing rooms are provided for each team, each dressing room contains toilets and showers. As there are only 2 dressing rooms in the Arenex and overlapping games remember to not leave your possessions in there during your game. The league, its officials or the facility are not responsible for lost or stolen articles.
  2. The referee’s shall use the office as their dressing room and no players or team officials are permitted in the office.  The only exception is if a player has been injured and has either been brought in or given permission to come in by an official or facility staff to see to their injuries.

 

Rule 14.          Rink Lighting.

The Arenex is lit so that players and spectators can clearly follow the play.

 

 

SECTION TWO - TEAMS

Rule 15.          Composition of Team.

 

a.       A team shall not have more than six players on the playing surface at any one time while play is in progress.

b.      Each player shall wear an individual number of at least 8 inches in height on the back of his sweater.  The number shall be a whole number from 00 to 99

c.       All the players MUST wear identically colored uniforms, all of which must be longed sleeved. Jersey patterns can not be dramatically different.

d.      All team members must be identified by a number on their jersey. No taped numbers are allowed. One non-numbered jersey of similar colour and design will be allowed per team per game, player will be designated as “0” and this can not be an ongoing issue.

e.       Team captain and alternate captain(s) must be identified by a "C" or "A" on their jersey or the ref will decide who the team captain and alternates are.

f.        All teams must designate a jersey colour prior to the start of each season.

g.       The VISITING TEAM is responsible for any changing of jerseys if there is a colour conflict with another team.

h.       Uniforms must be in good condition.

i.         Goalies are permitted to wear jerseys different from their team but can not wear a jersey whose predominant colour is the same as the other team.

 

 

Rule 16.          Players in Uniform.

(a)    Each team may have a maximum of 18 players and 2 goaltenders.  All players for any game or pre-game warm-up must be registered with the league. A minimum of 6 eligible players in uniform (not necessarily a goaltender) on each team shall be necessary to start the game.

(b)   Each team will be allowed one goalkeeper on the playing surface at one time.  He may be removed for another player, but such player will not be allowed the privileges of a goalie.

(c)    When a substitute goaltender enters the game, he shall take his position without delay and no warm-up will be permitted.

(d)   If both teams are on the playing surface during pre-game warm-ups, players shall be restricted to their half of the playing surface.  Violation of this rule may result in a minor penalty.

(e)    No player under suspension may participate in the pre-game warm-up.

(f)     A player does not need to participate in the pre-game warm-up to play in the game

 

Rule 17.          Team Roster.

a.                               Before the start of each game, the official in charge of each team shall complete the official game roster sheet with a list of all the players’ names and their numbers.  Changes may be made to the game sheet up to the start of the second half, at which point the roster must reflect the players in the game, if a player has not arrived by half time and remains on the game sheet the league officials must be notified at half time.

b.                              Any official who gives false statement on the official game sheet will be dealt with by the president.

c.                               If a player is assessed a penalty in the pre-game warm-up he must be included in the official game sheet.

d.                              Where a players number is recorded incorrectly, it shall be fixed by the referee or scorekeeper.

e.                               An improperly filled out roster will result in a penalty at the first stoppage of play in the second half.  ** Note: this rule does not apply for playoffs as its purpose is to properly monitor games played for the purpose of playoff qualification.

 

Rule 18.          Captains and Alternate Captains.

  1. Each team may appoint a Captain and up to 3 alternate Captains. One of these should be on the floor at all times and are the only players that have the privilege of asking the Referee for his interpretation of any rule during the progress of the game.  The Captains and alternates should be marked on the roster sheets prior to the game.  An excess of a Captain and 3 Alternates is grounds to assess a Bench minor Penalty.
  2. Captains and alternates shall wear a “C” and “A” respectively on the front of their jersey.  If the letters are not worn Captain’s privileges will not be permitted.
  3. When a Captain or Alternate receives a penalty he shall lose all his privileges for the duration of the penalty and must proceed directly to the penalty box. Such players doing so will be assessed a Misconduct Penalty.
  4. Goaltenders cannot be selected or names Captain or Alternate Captain.
  5. A playing coach or manager shall not be entitled the privileges of Captain or Alternate Captain.
  6. A minor penalty shall be assessed to any Captain or Alternate Captain or other player who leaves his players’ bench to discuss any interpretation of the rules with the referee.
  7. If no captain or alternate captain is available on the floor due to injuries, penalties or other reasons, and the referee deems it necessary to convey a message to the bench the referee has the authority to select a player on the floor to do so.

 

Rule 19.          Change of Players.

  1. When the play is in progress, not more than six players (including goaltender) are permitted on the playing surface at any one time for any one team.
  2. Players may change at any time from the bench provided that the player or players leaving the playing surface shall be within 10 ft. of the players bench and out of play before any change is made.
  3. A player in the penalty bench who is to be changed after his penalty has been served must proceed by way of the floor and be at the players’ bench before any change can be made.
  4. A team shall be required to place the correct number of players on the floor when requested by the referee.  The visiting team must be the first to place any playing line-up on the floor to commence play at all times. Each team is allowed one change of players(s) during a stoppage of play.
  5. A bench minor penalty shall be assessed for any violation of any section of this rule.  The penalty shall be served by a player committing the infraction, as covered under Rule 29 – Bench Minor penalties.
  6. If, in the last two minutes of regular playing time or any time in overtime, a bench minor penalty is imposed for illegal substitution, a penalty shot shall be awarded against the offending team.  The Bench Minor shall not be served.

Note 1: If in the course of making a substitution the player leaving or entering the playing surface intentionally plays the ball or makes contact with an opposing player while still on the floor “too many players” shall be called

Note 2: In the course of substitution the player(s) is accidentally struck, then no stoppage shall occur and no call shall be made.

Note 3: If a goaltender leaves the playing surface and a substitution is made prematurely (prior to the goalie being within 10ft. of the bench.  Play shall be stopped and a face-off shall occur where the stoppage occurred, unless otherwise stated in the rules.  No time penalty shall be served.

g.       For players changing during stoppage of play, the referee shall begin the line change procedure as soon as it is safe to do so. Visiting team will be allowed ten seconds to change and home team has five seconds after that to change.

Note: Line change procedures shall only be strictly enforced during stop time. During running time teams are asked to respect this rule with visiting and home team making quick changes to keep the flow of the game going.  If it becomes an issue the visiting will be required to change first, violation of this rule will come with one warning and a second violation will result in Bench Minor Penalty Rule 19(e).  A late change will result in the player being sent back to the bench.

 

Rule 20.          Injured Players.

  1. When a player is injured so that he cannot continue play or go to his bench, the play shall not be stopped until the injured player's team has secured possession of the ball.  If the injured player's team is in possession of the ball at the time of the injury, play shall be stopped immediately, unless the team is in scoring position, in which case the referee shall allow the play to be completed.
  2. When at the discretion of the referee a player has sustained a serious injury, the referee must stop the play immediately.
  3. If the play is stopped for an injured player or an injured player causes a delay in the play being resumed, before the ball drops to start the play again, that player must be substituted and cannot return to the floor until play has begun again.
  4. When a goaltender is injured play shall be stopped, if the injury is serious the goaltender has ten minutes to recover or be replaced.
  5. A penalized player who must serve a penalty and who has been injured, may leave the playing surface to be attended.  If he returns prior to the expiration of his penalty he must replace the player in the penalty bench at the first stoppage of play.  If he takes part in the play before his penalty has been expired, he shall be assessed a minor penalty for “Ineligible Player”
  6.  If the referee notices a player with an open cut or blood on his jersey or skin at the earliest convenience the referee should stop the play and the cut must be attended to or the jersey changed before the player is eligible to return to the floor.

 

SECTION THREE – EQUIPMENT

 

Measurement Guidelines

 

1.                                          The measurement of any kind shall be carried out immediately when requested by a team captain or alternate captain. Teams must use the proper procedure to request for a measurement.

2.                                          If the complaint is not sustained, the complaining team will be assessed a bench minor penalty.

3.                                          Only one measurement of any kind will be allowed per stoppage of play.

4.                                          Any illegal equipment shall be removed, corrected or adjusted without any unnecessary delay.

5.                                          No goal will be disallowed as a result of a measurement of any kind  following the scoring of a goal.

 

Rule 21.          Sticks.

 

  1. All sticks may be made of wood, fiberglass, aluminum or other materials generally approved by stick manufacturers, they may not contain pockets, netting or any other projections to give the player or goaltender undue assistance in the playing the game. The end of the shaft must be covered and hollow shafts must be capped and covered.
  2. Players: No longer than 63" from heel to end of shaft and 12 ½ in. from the heel to end of blade.  Blade shall be no less than 2", and no more than 3".
  3. Goalies: blade and widened part shall not exceed 3.5" or less than 3”,except at the heel where it shall not exceed 4.5". The stick may not exceed 15 1/2 “ from hell to end of blade.  The wide portion of the goaltenders shaft shall not exceed 26” calculated from the heel and shall not exceed a total of 55” from heel to the end of the shaft.
  4. A minor penalty shall be assessed to any player, including the goalie, for using a stick that does not conform to the provisions stated above
  5. A minor penalty plus a gross misconduct shall be assessed to any player who deliberately breaks his stick, refuses to surrender, or attempts to trade with another player, when asked to produce the stick for measurement.
  6. Stick blades may be of any curvature

 

Rule 22.          Footwear.

 

  1. Goaltenders are permitted to wear shoes with a hard shell protector on or over the toes.
  2. Players must wear appropriate footwear, running shoes, basketball shoes, cross trainers, etc.  Dress shoes and sandals for eg. Are not permitted.  The league and its referees reserve the right to refuse a player to be eligible to play based on unsafe footwear.

 

 

Rule 23.          Goaltender’s Equipment.

 

  1. With the exception of shoes and stick, all the equipment worn by a goaltender must be constructed solely for the purpose of protection of head and body. Abdominal aprons extending down the thighs outside the pants are prohibited.
  2. Width of a blocker shall not exceed 8 inches at any point and 16 inches in height.
  3. The base of a catching glove shall not exceed 9 inches, and the length shall not exceed 16 inches. The maximum circumference shall not exceed 48 inches. The only pocket permitted on the glove is the one between the thumb and forefinger and shall not contain any unnecessary material to make it larger than necessary.
  4. Goaltenders pads shall not exceed 14" in extreme width as measured on the goaltender.
  5. A minor penalty shall be assessed to any goaltender using or wearing illegal equipment.
  6. Mandatory equipment for a goaltender is as follows: chest protector, leg pads, goaltender's stick, CSA approved helmet and facemask for goaltenders, gloves (consisting of both blocker and trapper).

 

Rule 24 & 25. Protective Equipment & Dangerous Equipment.

 

  1. All protective equipment, except gloves, head gear, soft knee pads or goaltenders leg pads, must be worn entirely under uniform (see below for exemptions). Minor penalties shall be imposed for those in violation of this rule.
  2. While on the floor or in the players or penalty bench, including pre-game warm-ups, all players shall wear a CSA approved hockey helmet with their chin-strap securely attached under the chin. Any alteration to a CSA approved helmet automatically destroys the certification.
  3. If a player loses his helmet during the course of play, he must immediately go to the bench (not engaging in the play) OR go and immediately pick up his helmet and securely fasten it properly.  Violation of this rule will result in a minor penalty marked on the game sheet as an ineligible player.  If a goaltender loses his helmet play shall be stopped immediately. If the act is deliberate it shall result in a minor penalty. If the deliberate act by a player or goaltender occurs while an opponent is on a breakaway in the attacking zone, or occurs with less than 2 minutes remaining or in overtime, a penalty shot shall be rewarded to the non-offending team. If the player deliberately removes his helmet to challenge or incite an opponent into a fight a Gross Misconduct shall be assessed.
  4. Where a player wears a helmet in an offset position during play, play shall be stopped and a misconduct penalty shall be assessed.
  5. A match penalty shall be assessed to any player who grabs any part of the helmet to inflict punishment, or uses any part of his helmet as a weapon.
  6. The use of protective hockey gloves is mandatory.  Zebra gloves are permitted. Lacrosse gloves are not permitted.
  7. The use of palmless gloves are not permitted. After one warning a minor penalty will be imposed for this rule.
  8. Hard and Soft shell D-Gel Shin pads are permitted to be worn on the outside of socks. All other knee pads that extended down the shin must be worn inside the pants or under socks (covered).
  9. Jerseys must be long sleeved, and may not be rolled or pushed up over the elbows.
  10. Shoulder pads of any kind are prohibited.
  11. Elbow pads which do not have sponge or rubber material at least a ½” thick shall be considered dangerous equipment.
  12. It is acceptable for a player to raise his visor to take a drink, or remove his helmet for repair or to clean his visor when on a bench or for goaltenders during a stoppage of play in his crease.
  13. It is the responsibility of the equipment user to ensure the CSA certification of their helmet is maintained. Officials are not to make any decisions with regards to application of stickers on helmets and its effect on CSA certification.
  14. The referee is empowered to make a call regarding illegal use of protective equipment.

 

Rule 26.          Ball.

 

The official ball for the NWBHL will be the D-Gel ball approved with the CBA stamp.

 

 

SECTION FOUR - PENALTIES

 

Rule 27.          Penalties.

 

  1. Penalties shall be divided into the following classes:

1 - Minor Penalties (2 minutes)

2 - Bench Minor Penalties (2 minutes)

3 - Major Penalties (5 minutes)

4 - Misconduct Penalties (10 minutes)

5- Game Ejection (10 minutes)

6 - Game Misconduct Penalties (remainder of game/possible suspension - automatic one game suspension if if last tem minutes of game + plus fine)

7 - Gross Misconduct Penalties (remainder of game/plus suspension + fine)

8 - Match Penalties (remainder of game/plus suspension + fine)

9 - Penalty Shot

  1. Penalties may be assessed any time before, during, or after the game when an offence is committed, regardless of whether play is in progress. Any unnecessary contact between opposing players after stoppage of play may result in a minor penalty.
  2. Where a rule states a manager or coach name a player to serve a penalty and the coach refuses to do so, the referee shall select the player. A player who serves the penalty must have been on the floor at the time of the infraction.
  3. Any combination of three penalties during the course of one game will result in a game ejection (does not apply to goalies) and be penalized with a $10 (does apply to goalies). A Misconduct or Game Ejection in the last 10 minutes of regular time or any time in overtime will automatically be penalized with a minimum of a $10 fine.
  4. Coincidental Penalties will be cancelled out with each other in the following manner and order of priority.

1 – Cancel as many penalties as possible

2 – Cancel in a way to make the team only one player short

3 – Cancel in a way to avoid taking an extra player off the floor

4 – Cancel using the order of penalty occurrence

 

Note 1: The Guideline for Suspensions are as follows: Game Misconduct 1 Game +$10 fine, Gross Misconduct 2 games +$20, Match Penalties 3 Games +$30.

Rule 27a.        Video Review.

Incidents captured on film may be reviewed for the purposes of disciplinary action at the discretion of the league.

 

 

Rule 28.          Minor Penalties.

 

  1. For a "Minor Penalty", any player except the goalie shall be ruled off the playing surface for two minutes.
  2. If when a team is short-handed because of one or more minor penalties and the opposing team scores, the penalty that has the least time remaining shall be terminated automatically. In the case where a player has been assessed a double minor, the first minor penalty shall be terminated provided it has not already expired.
  3. When a minor and a major penalty is assessed at the same time, the major penalty shall be served first. The same principle applies to a minor and a match. The five-minute penalty that accompanies a match shall be served first.
  4. Coincident minor penalties shall be called by canceling all penalties per player until all penalties are equal, if one offending party receives more penalties someone from the offending team that was on the floor will have to serve the time penalty.
  5. Coincident penalties that are issued to a player who is ejected from the game need not be served by any player from the offending team.

 

 

Rule 29.          Bench Minor Penalties.

 

  1. A bench minor penalty requires the team against which the penalty is assessed to play a man short for two minutes of playing time.
  2. Whenever a bench penalty is assessed, if the guilty player is identified by the referee, that player shall serve the penalty.  Otherwise, one player appointed by the team captain shall serve the penalty.

 

Rule 30.          Major Penalties.

 

  1. For a first major penalty in any one game the penalized player will be ruled off the playing surface for five minutes and issued a game misconduct
  2. If the player is ejected from the game as the result of a major penalty, and it is a time penalty, the offending team, only need to place a player in the penalty box prior to the expiration of the penalty. This must be done during a stoppage of play and not delay the game in any manner. Failure to place a player in the penalty box prior to expiration of the major penalty will result in the offending team remaining a man short until the next stoppage of play after the expiration of the penalty. The offending team may place a player in the box immediately upon receiving the penalty if they so choose.
  3. If a referee assesses a minor penalty and during the same stoppage of play realizes the penalized player has injured his opponent, he may change his call to a Major penalty.
  4. Coincidental rules apply to Major and/or Match penalties.

 

 

Rule 31.          Misconduct Penalties.

 

  1. A player (except a goaltender) incurring a misconduct penalty shall be ruled off the playing surface for 10 minutes of actual playing time. A substitute for the penalized shall be permitted immediately
  2. A player assessed a minor and/or major and a misconduct will serve the full time of all penalties and the penalized team shall place another player in the penalty box to serve the minor and/or major penalty.

 

Rule 32.          Game Ejection/ Game Misconduct Penalties.

 

  1. A player incurring a game ejection and/or game misconduct penalty shall be ruled off the playing surface, players bench and penalty bench for the remainder of the game.
  2. All game misconducts will be reviewed by the referees and the league to determine whether the player warrants further disciplinary action.

 

 

Rule 33.          Gross Misconduct Penalties.

 

  1. A player receiving a gross misconduct shall be ejected from the game. A substitute for the penalized player shall be permitted immediately.
  2. Gross misconduct shall be assessed where a player conducts himself in a manner that makes a travesty of the game
  3. Any player or team official receiving a gross misconduct will also receive a minimum one game suspension.

 

 

Rule 34.          Match Penalties.

 

  1. Any player receiving a match penalty will be ejected from the game and will not be permitted to take place in any further games until the incident has been reviewed.
  2. In every instance where a match penalty is assessed, the offending players team shall be required to play a man short for five minutes, coincidental penalty rule apply if applicable.
  3. A player who receives a match penalty does not automatically receive a game misconduct.
  4. Any player or team official receiving a match penalty will also receive a minimum one game suspension.

 

 

Rule 35.          Penalty Shot.

 

 

  1. Any infraction which calls for a penalty shot shall be taken as follows:

1 - the ball will be placed at center

2 - referee will instruct player to commence the penalty shot

3 - the ball must be kept in a forward motion towards the opponents goal

4 - once the shot is taken the play will be considered complete (no rebounds)

  1. The goaltender must remain in his crease until the player touches the ball at center.  The goaltender may attempt to stop the shot in any manner except by throwing his stick, or any other object, or by deliberately dislodging his goal net in which case a goal shall be awarded. No other player other than the goaltender is permitted to tend the goal during a penalty shot.
  2. The penalty shot shall be taken by the player that was fouled, if the referee is unable to designate the player that was fouled or if the penalty shot was awarded not as a direct foul on one player, the captain shall choose someone on the floor at the time of the infraction to take the shot.
  3. If the player who was awarded a penalty shot, committed a foul as well in which he must serve a penalty for, he shall first be permitted to take the penalty shot provided the penalty assessed was not a game ejection, game misconduct, gross misconduct or match penalty. If it was, then another player who was on the floor shall take the penalty shot.
  4. All players not involved in the penalty shot shall withdraw to their respective benches.
  5. If, while the penalty shot is being taken, any player from the opposing team, interferes or distracts the player taking the penalty shot and such action has a part in the failed attempt, a second penalty shot shall permitted and the offending player shall receive a misconduct.  If it was a team official then he shall be assessed a game misconduct.
  6. If a goal is scored , the face-off shall take place at center, if no goal is scored, it shall take place in the defending zone of the offending team.
  7. If the penalty shot was the result of a minor penalty, whether the player scores or not the penalty shall not be served, if the penalty shot was the result of a major penalty then the penalty shall be served.
  8. If a stick measurement is requested on the player taking the penalty shot prior to the player taking the penalty shot and the stick should prove illegal, no penalty shot shall occur and further penalty shall be served. Should the measurement prove unsubstantiated the penalty shot shall continue and an unsustained request for measurement shall be assessed after the shot.
  9. If the foul committed to upon which the penalty shot is based occurs during playing time, the shot shall be taken even if a delay in the whistle by the referee results in the expiration of regular playing time.

 

 

Rule 36.          Awarded Goals.

 

  1. If the goaltender is off the playing surface, goals will be awarded for the following reasons:

1 - interference by opposing player, illegally entering game

2 - a stick or other object thrown by player to prevent goal

3 - player is fouled from behind and is prevented from scoring on an open goal.

4 – a defending player picks up or intentionally falls on or covers the ball in the crease thereby preventing an obvious and immanent goal.

5- If an object or obstacle is placed in front of the net or the net has been deliberately dislodged, when any such action has prevented a goal from being scored.

 

Rule 37.          Goaltender Penalties.

 

  1. No goaltender shall be sent to the penalty box for an infraction that results in a minor or misconduct penalty.  Instead, said penalty shall be served by another player whom was on the floor at the time of the infraction.
  2. If a goaltender is ejected from the game, the team will have ten minutes to dress a new goalie, no warm-up will be allowed. If an alternate goalie is dressed he must step in immediately to replace the other goalie.
  3. Goaltender  leaving his crease to take part in a play beyond the center red line, shall be assessed a minor penalty.
  4. If a goaltender leaves the crease during a fight he shall be assessed a minor penalty, if he leaves his crease to act as peacemaker in the fight he shall receive a game misconduct, plus any other penalties he may incur. The only situation a goalkeeper may leave his crease while a fight is engaged is if the fight is in or very near the vicinity of his crease, he must then make his way to the players bench or penalty bench whichever corner is away from the altercation and absolutely must not engage anybody.
  5. A minor penalty shall be assessed to any goalie who drop kicks the ball.  If injury results a major and game misconduct shall be assessed.

 

 

Rule 38.          Delayed Penalties.

 

  1. Penalties called will be in accordance with the delayed penalties rule. (upon transfer of possession, or when official deems it prudent)
  2. If a third player is assessed a penalty while two players from the same team are already serving penalties, their penalty shall not commence until the first of the two penalties had expired. The third player must however make their way to the penalty bench and the team may replace him with a substitute on the floor.
  3. If three are being served, by separate players on the same team, when the first penalty to expire expires that player must wait until a stoppage of play before exiting the penalty bench.
  4. Players will return to the floor as permitted in the order that their respective penalties expire. Where more than one penalty is assessed at the stoppage of play, they will be recorded in order of occurrence, where a major and minor are assessed to different players the minor shall be recorded first.

 

Rule 39.          Calling of Penalties.

 

  1. If a player on the team in possession of the ball is assessed a penalty the referee shall blow his whistle immediately. The resulting face-off will be in the non-offending teams attacking zone.
  2. If a player on a team not in possession of the ball commits an infraction of the rules where a penalty is to be called, the referee shall signal this by extending his arm straight up. The referee shall blow his whistle when the offending team gains possession and control of the ball. The resulting face-off will be in the non-offending teams attacking zone.
  3. The referee has the right to stop play immediately in the case of a match penalty being assessed.

 

 

SECTION FIVE - OFFICIALS

 

Rule 40.          appointment of Officials.

 

  1. The head of officials shall appoint the two referees for each game, if he is unable to fulfill the appointees the referees shall be appointed by the president.
  2.  Referees and off-floor officials shall be treated with courtesy at all times. Violation of this rule may result in disciplinary action .
  3. A referee shall have full authority and the final decision in all matters under dispute.  His decision shall be final on all questions of fact and not subject to appeal EXCEPT upon the dispute of fact.

 

Rule 41.          Referees.

 

  1. The referees are official representative of the NWBHL in which the game is being played. Referees will be backed to the limit in all legitimate circumstances
  2. The referee shall see that the game is played in a timely manner and remain on the floor until the teams have proceeded to the dressing rooms after the game.
  3. The referee shall check the equipment of any player when requested to do so properly by the captain or alternate captain of a team.
  4. The referee shall assess penalties, stop the play for any infraction of the rules of the game.
  5. The referee shall give a final decision in the matter of disputed goals, he may confer with his refereeing partner.
  6. Should the referee receive an injury, which would affect his duties while play is in progress, play shall be stopped.
  7. If for whatever reason the referee(s) appointed are unable to perform their duties, the managers of the competing teams shall meet with the referee or highest ranking off-floor official available and determine the best route of action. If another referee(s) is/are available that both teams agree to that shall be the first choice, playing the game with one impartial official shall be the second choice, third is to find one or two knowledgeable non-referees to referee the game. Fourth is to have one player from each competing to referee the game. If the appointed referee(s) arrive late they shall replace the non-appointed referee unless the non-appointed referee is a qualified referee.
  8.  Referees will wear black shorts and striped black and white short sleeved referee jersey. Appropriate footwear.
  9. Referees are required to write a game report for any Game Misconduct, Gross Misconduct or Match Penalty describing the details of the incident and their recommendations for further discipline.
  10. The NWBHL uses a two-referee system.
  11. Referees are responsible for checking the nets, timing device etc.

 

 

Rule 42.          Referee.

 

  1. Referees shall, if safe to do so, remove a broken stick or any other foreign object from the floor that present a possible danger to players.
  2. The referee has the authority to stop play when: ball is out of play or interfered with by an ineligible person, any infraction of the rules and the referee is calling a penalty, illegal hand pass, goal nets are displaced, an injury has occurred

 
Rule 43.          Goal Judges.

 

Not applicable to the NWBHL.

 

Rule 44-46.     Scorekeeper.

 

  1. The scorekeeper is to note the start time of penalties on the game sheet and mark them on the scoreclock.
  2. The scorekeeper is to mark the goal scorers and assists on the gamesheet and mark the goals on the gameclock.
  3. The scorekeeper shall transcribe the roster sheets to the gamesheets in a legible manner.
  4. The scorekeeper shall keep track of shots on goal by each team.
  5. The scorekeeper will be responsible for stopping the clock when necessary and when instructed to by the referee at any other point in the game.
  6. The scorekeeper shall be responsible to get the roster sheets to manager or captain of the teams for them to fill out prior to the game.
  7. The scorekeeper is responsible for verifying the line-ups of each team at half time.
  8. The scorekeeper shall advise the referee if any player has received three or penalties of any kind.
  9. In the event of a dispute regarding time, the referee shall have the final decision.

 NEW Note1: If a player should have been ejected because he had been assessed a major, a second misconduct or a third penalty during the same and was not for any reason, if the situation is brought to the referee’s attention at any time prior to the completion of the game, the following procedure applies. 1. Assess a game misconduct or game ejection when it is brought to the referee’s attention 2. Any goal scored by or assisted by the player in question after the point they should have been ejected are to be washed out.  Play shall resume.

 

 

SECTION SIX: IN-PLAY RULES

 

Rule 47.          Abuse of Officials, Unsportsmanlike Conduct/Misconduct.

 

Team officials shall be responsible for their conduct and that of their players at all times. They must attempt to prevent disorderly conduct and the referee may assess penalties for failure to do so

  1. A minor penalty shall be assessed to any player or team official who challenges or disputes the rulings of the referees or conducts himself in an unsportsmanlike manner.  Persistence by the individual may result in the issuing of a misconduct and ultimately a game misconduct to the offending player.  A referee is not required to issue a minor penalty under this rule.
  2. A misconduct penalty shall be assessed on any player who:

1 - uses obscene language, profane, or abusive gestures to any person(s)

2 - persists in disputing or showing disrespect for the ruling officials (referee's discretion)

3 - intentionally knocks or shoots ball out of the reach of any official retrieving it.

  1. A player who persists after receiving a misconduct shall be assessed a game misconduct. In the case of a team official, a bench minor shall be assessed instead of a misconduct, or a game misconduct.
  2. If the referee is unable to identify the person responsible for the use of obscene, profane, or abusive language, a bench minor penalty shall be assessed to the offending team.
  3. A misconduct penalty shall be assessed to any player who does not proceed directly to the penalty bench or dressing room (if instructed) when he has been penalized. Where the penalized player causes any delay by returning to his bench to collect equipment the misconduct shall apply.
  4. A misconduct penalty shall be assessed to anyone who, after one warning by the official, persists in any course of conduct (including threatening or abusive language) designed to incite an opponent into incurring a penalty.
  5. A misconduct penalty shall be assessed to any player remaining in the referee's crease, when the referee is reporting to another official.
  6. A bench minor penalty shall be assessed a team where any player or team official on the bench protests the ruling of a referee in a disrespectful manner, whether it is a physical or verbal gesture.

 

 

Rule 48.          Adjustment of Equipment.

 

  1. The adjustment of equipment by both goalies and players shall be done swiftly, if it is not able to be done quickly, that player must leave the playing surface to do so.  Any obvious attempts to delay the game by adjusting equipment will result in a delay of game penalty.
  2. The onus for properly maintaining equipment is on the player.
  3. A goaltender may not go to the players bench to adjust his equipment, if an alternate goalie is dressed the alternate goalie must take his place, if not a delay of game penalty shall be assessed.

 

 

Rule 49.          Attempt to Injure or Deliberately Injure.

 

  1. A match penalty shall be assessed to any player who deliberately attempts to or deliberately injures an opponent or official.
  2. Match penalty shall be assessed to any player who attempts to or head-butts an opponent with force or causing injury. A double-minor may be assessed for a head butt if no injury results.
  3. Match penalty shall be assessed to any player who attempts to or kicks an opponent.
  4. Match penalty shall be assessed to any player who grabs an opponents hair or facial protector, helmet or chin strap to gain advantage or to inflict punishment or injury. A minor or a major and a game misconduct may be assessed for a this infraction if no injury results or it was not to gain advantage or inflict punishment.
  5. Match penalty shall be assessed to any player who uses a helmet or facial protector as a weapon.
  6. Match penalty shall be assessed to any player who attempts to or butt-ends an opponent with force or causing injury. A double-minor may be assessed for a butt-end if no injury results.
  7. Match penalty shall be assessed to any player who attempts to or spears an opponent with force or causing injury. A double-minor may be assessed for a spears if no injury results.
  8. Match penalty shall be assessed to any player who attempts to or deliberately injures an opponent with a slash, high stick or cross check.

 

 

Rule 50.          Boarding and Body Checking.

 

  1. A minor or major penalty, at the discretion of the official, based on the degree of violence, shall be assessed to any player who body checks, cross-checks, elbows, charges or trips an opponent or uses excessive force when hitting an opponent into the boards (or walls). If the player injured a Major and Game misconduct must be assessed.

 

Rule 51.          Broken Stick.

 

  1. A player or goaltender without a stick may participate in a game.  A player or goaltender whose stick has broken may also participate in a game, provided he drops the broken portions to the playing surface immediately: A minor penalty shall be assessed for an infraction of this rule.
  2. A player who has lost or broken his stick may only retrieve one from his players bench or a teammate, sticks cannot be thrown from the players bench, if the player without the stick does not pick up the stick thrown from the bench he shall not be penalized, however the team shall receive a bench minor.
  3. If a goaltender breaks his stick he may use a players stick that is handed to him, in this case it is not considered an illegal stick, to replace a broken stick a goaltender may not leave his crease and must have a player bring it to him.

 

 

Rule 52.          Charging.

 

  1. A minor, or major and a game misconduct at the discretion of the referee, penalty shall be assessed to any player who jumps or charges (more than two steps) into an opponent. If injury results a major and a game misconduct shall be assessed.
  2. A major shall be assessed if the above infraction occurs from behind.
  3. A goaltender is NOT "fair game" just because he is outside the goal crease area.  A penalty for interference or charging shall be called for any unnecessary contact made with a goaltender.

 

Rule 53.          Checking from Behind.

 

  1. A minor and a game misconduct or major and a game misconduct based on the degree of violence of the impact shall be assessed to any player who intentionally pushes, body checks, or hits an opposing player from behind, anywhere on the floor. Where a player is injured a major and game misconduct shall be assessed. A match penalty can also be assessed under this rule.
  2. Where a player is high sticked, cross-checked, body checked, pushed, hit, or propelled in any manner from behind or into the boards or goal net, in such a way that the player is unable to defend himself, a match penalty shall be assessed.

 

Rule 54.          Cross-Checking.

 

  1. A minor, or major and a game misconduct at the discretion of the referee, penalty shall be assessed to any player who cross-checks an opponent. If injury results a major and a game misconduct shall be assessed.
  2. Any player who strikes an opponent above the normal height of the shoulders, shall incur a major penalty, whether or not an injury results.
  3. A Major penalty and a game misconduct shall be assessed to any player who cross-checks a goaltender while he is in his crease.
  4. A match penalty shall be assessed any player who deliberately injures an opponent with a cross-check.

 

Rule 55.          Delay of Game.

 

  1. A bench minor shall be assessed to any team who, in the opinion of the official, is deliberately delaying the game in any manner. Freezing the ball against the wall with a stick unless actively being checked will result in a delay of game penalty.
  2. Any player who leaves the players bench to deliver instructions to his teammates and does not remain on the floor as a substitute will be assessed a minor penalty.
  3. Any deliberate action by a player or goaltender to knock the net from its position may constitute a delay of game penalty, if within the last two minutes (or a player has an unobstructed chance on the goaltender i.e. a break-away) a penalty shot shall be rewarded.
  4. A bench minor penalty shall be assessed to any team after one warning failing to place the correct number of players on the floor.

 

 

Rule 56.          Elbowing and Kneeing.

 

  1. A minor or major penalty shall be assessed to any player who fouls an opponent in any manner with an elbow or knee. If injury results a major and a game misconduct shall be assessed.

 

 

Rule 57.          Face-Offs.

 

  1. The ball must make contact with the floor, a minor penalty shall be assessed for continued violation of this rule.
  2. Players taking the face-off shall position themselves so that they have one foot on each side of the line extending from the face-off spot in a squared off manner.
  3. Visiting team must place their stick down first.
  4. If a violation of a face-off occurs, the referee shall order another face-off unless the non-offending team wins.
  5. Any violation of a face-off the offending teams player will be ejected from the face-off circle to be replaced by another player.
  6. Because of running time during portions of the game teams have 10 seconds to have a player ready for a face-off, referees will give a three second warning to players if they are not ready and drop the ball. Alternately, the referee has the right to stop the clock if a team is intentionally delaying the game, abuse of delaying the game shall result in a bench minor being assessed.
  7.  No substitutions shall be permitted in the event of a re-faceoff.
  8. A goaltender may participate in a face-off
  9. When unnecessary players join in on a gathering taking place within the three-point circle the face-off shall come out to center.
  10. The determining factor as to where a face-off shall be taken is where the ball is shot, unless frozen or saved by the goaltender or deflected off the playing surface by the referee.
  11. With the exception of the players taking the face-off, the attacking team must set first, then defensive players may take their position.

 

 

 

Rule 58.          Falling on the Ball.

 

  1. A minor penalty shall be assessed to any player who deliberately falls on, gathers, covers the ball by any means of his body.
  2. A minor penalty shall be assessed to any goaltender, while outside his crease, who deliberately falls on, gathers, covers the ball by any means of his body, ths delaying the game unnecessarily.

1. this does not apply if the goalie is out to cover the angle on shot, makes the save and covers the ball

  1. A penalty shot shall be awarded when a defending player who deliberately falls on, gathers, covers the ball by any means of his body or picks up the ball within his goal crease.

 

 

Rule 59.          Fighting and Roughing.

 

  1. A major plus one game misconduct shall be assessed for fighting.
  2. A player identified as the instigator shall receive an extra minor penalty.
  3. A minor penalty shall be assessed to any player, who having been struck, shall retaliate with a blow.  Should any player continue to retaliate, he shall be assessed a major penalty and a game misconduct.
  4. Any player who does not retaliate after being struck will not be assessed a penalty under this section.
  5. Any player wearing a ring or rings, tape or any other material on his hands, who becomes involved in a fight and uses such to gain an advantage or inflict punishment, shall receive a match in addition to other penalties he may have incurred.
  6. When a fight occurs all other players are to return to the front of their players bench or a neutral zone if the fight is in front of the players bench, failure to do so will result in a misconduct.
  7. Any player joining in a fight, acting as a peacemaker or taking part in another fight during the same stoppage of play, will be assessed a game misconduct, plus any other penalties they may have incurred.
  8. Any player or team official who becomes involved in a fight with a team official shall be assessed a gross misconduct.
  9. A minor penalty shall be assessed to any player who, in the opinion of the official, is guilty of deliberate or unnecessary rough play. A major will be issued if the result of the roughing leads to an injury.
  10. A minor or at the discretion of the referee a major and game misconduct penalty shall be assessed to any player who, in the opinion of the official, makes deliberate physical contact with an opponent after the whistle.

Note: At a stoppage of play a player on Team A pushes a player on Team B and the retaliation is too severe to be ignored, the referee will assess team A double minor for roughing after the whistle and team B a single minor for roughing after the whistle.

a-      It should be noted that only one player can be issued a fight, but when this happens, third players entering that fight shall be issued Game misconducts, even if they are acting as “peacemakers”

 

 

Rule 60.          Goals and Assists.

 

  1. A goal shall be scored when the ball legally passes between the goalposts and completely over the goal line. Following a goal a face-off will take place at center.
  2. A goal shall be scored if the ball is put into the goal in any manner by a defending player. The goal shall be credited to the last attacking player who touched it.
  3. The goal shall not be allowed if the ball has been directed into the net with a kicking motion, thrown, or otherwise deliberately directed into the goal by any other means other than the stick or foot.
  4. A goal shall not be allowed if it is deflected off an official and goes directly into the goal.
  5. Should a player propel the ball into the goal crease of the opposing team and the ball comes loose and available to an attacking player, the ball shall be considered in the crease legally and any goal scored on this play shall be considered a legal goal.
  6. If an attacking player is standing in the crease interfering with the goaltender in any manner (including screening the goalie), prior to the ball entering the crease and a goal is scored, the goal shall be disallowed. It should be noted however, if the player in the crease was inconsequential to the goal being scored then the goal shall be allowed.
  7. Each goal and assist counts as one point and a goal shall have no more than 2 assists.

 

Rule 61.          Handling the Ball.

 

  1. Play shall be stopped immediately and a minor penalty assessed to any player, except the goaltender who closes his hand on the ball and gains an advantage against his opponents. If the player drops the ball immediately without attempting to gain an advantage play shall continue and no penalty shall be assessed.
  2. A minor penalty shall be assessed a goaltender who deliberately holds the ball and in the opinion of the referee causes an unnecessary delay. Where a goaltender throws the ball towards the opponents net and an opponent receives the ball play shall continue, where a teammate receives the ball play shall be stopped.
  3. A minor penalty shall be assessed any player, except the goaltender, who, while play in progress picks up the ball with his hand. If this happens in the defending crease then a penalty shot shall be awarded.
  4. Hand passes parallel or backwards to a teammate in the defending zone are permitted. Forward passes in the defending zone and hand passes in the attacking will result in a stoppage of play and a face-off will occur where offense occurred unless the attacking gain a territorial advantage then the face-off shall be where the play stopped.
  5. The ball may not be batted into the net with the hand or arm and cannot deflect of any other attacking and into the net after being batted by the hand or arm. Defending team must gain possession of the ball before the attacking team could score.

 

 

 

Rule 62.          High Sticks.

 

a-      A minor penalty shall be assessed to any player who strikes an opponent with his stick above the normal shoulder height of the opponent. If injury results, a major penalty and a game misconduct shall be assessed

b-     Making contact or swinging at the ball above normal height of the shoulders is prohibited and a minor penalty shall be assessed. A minor penalty may also be assessed if you are swinging your stick above the normal shoulder height in a crowd or near another player.

c-      A match penalty shall be assessed any player who deliberately injures an opponent with a high stick.

d-     The carrying of sticks above the normal height of the shoulder of an opponent is prohibited, a minor penalty or a major and a game misconduct shall be assessed to any player who checks or intimidates an opponent while carrying his stick above the normal height of the shoulders of his opponent, if injury results a game misconduct shall be assessed.

 

 

Rule 63.          Holding.

 

a-      A minor penalty, or at the discretion of the referee a major and a game misconduct, shall be assessed to any player who holds an opponent with his hands, stick or in any manner. This also applies for holding an opponents stick. If injury results, a major penalty and a game misconduct shall be assessed

 

 

Rule 64.          Hooking & Butt-End Hooking.

 

b-     A minor penalty, or at the discretion of the referee a major and a game misconduct, shall be assessed to any player who impedes the progress or attempts to by using his stick to “hook” an opponent. If injury results, a major penalty and a game misconduct shall be assessed. This penalty can be assessed whether you are using the blade end or butt end of your stick.

 

 

 

Rule 65.          Flooring the Ball.

 

a-      Due to the size of the Arenex no flooring the ball rules apply.

 

 

Rule 66.          Interference/Protection of the Goaltender.

 

a-      A minor penalty shall be assessed to any player who interferes or impedes the progress of any player who is not in possession of the ball, deliberately knocks the stick out of an opponent's hands, or prevents an opponent from picking up a dropped stick. Defending players are entitled to ‘stand their ground’ or ‘shadow’ an opponent

b-     A minor penalty shall be assessed to any player impeding the progress (i.e. making contact) with the goaltender, under his own free will. A goaltender is not ‘fair game’ just because he is outside his crease.

c-      If a player on the attacking side is standing in the goal crease and the ball shall enter the net at that point the goal shall be disallowed unless the player was inconsequential to the play (ie. Standing on the right side of the crease and the goal is scored from the left). The ensuing face-off shall be taken at the center line.

d-     If the attacking player was interfered with by the actions of a defending player and ends up in the crease and a goal is scored then the goal shall be allowed.

e-      A minor penalty shall be assessed any attacking who after being tripped or contacted in any way to propel him towards the goaltender, neglects to attempt to avoid making contact with the goaltender whether he is in or out of the crease.

f-       In the event a goaltender is pushed into the net after making a stop the goal shall be disallowed.

g-      Where a stick or object is thrown from the players or penalty bench a minor penalty shall be assessed, if the referee is able to determine who it was then an additional game misconduct shall be assessed.  This rule applies whether or not the game is in progress.

h-      A major and games misconduct penalty shall be assessed any player who injures an opponent by ‘interference’.

i-        A minor penalty shall be assessed any goaltender or player who places any objects in or near the net that in the opinion of the referee would tend to prevent a goal.

Rule 67.          Interference by Spectators.

 

a-      The referee shall stop play if a player is being held by or interfered with by a spectator, unless that players’ team is in possession. Face-off shall be where the stoppage occurred.

b-     The referee shall stop play if any objects are thrown onto the floor. Face-off shall be where the stoppage occurred.

 

Rule 69.          Kicking the Ball.

 

a-      Kicking shall be permitted in all zones, however the results of kicking the ball may not be a goal.

b-     After kicking the ball the possession must be changed or a clearly identified shooting motion that results in the goal must occur before a goal can be scored.

 

Rule 70.          Leaving the Players or Penalty Bench.

 

a-      No player may leave the benches at any time during a fight or for the purpose of starting a fight.  Substitutions made prior the start of the fight shall be permitted, provided the players substituting do not enter the fight.

b-     For violation of rule 70a a double minor penalty and a game misconduct shall be imposed on the player of the team who is first to leave the players or penalty bench, this applies to first person leaving the bench from both teams if applicable.

c-      Any player leaving the players or penalty bench, other than those under 70b, who is assessed any kind of penalty shall also incur and automatic game misconduct. A maximum of 5 players per team may be assessed game misconducts under sections b and c or rule 70. The maximum of 5 players shall include players penalized under Rule 59.  A 6th game misconduct may be issued if one team clearly initiates the bench clearing.

d-     A penalized player may not leave the penalty bench, whether play is in progress or not, except at the end of a period or expiration of the penalty. A minor penalty shall be assessed for an infraction of this rule, unless it is a scorekeeper or referee error, then the player need only serve the remainder of his penalty.

e-      If a penalized player returns to the floor before his penalty has expired, either by his own error or a timekeeper or referee error, any goal scored by the offending team shall be disallowed.

f-       If a player shall illegally enter the game from his players bench, any goal scored by his own team while he is illegally on the floor shall not be allowed.

 

 

Rule 71.          Physical Harassment of Officials

 

a-      Any player or team official who intentionally touches, holds or pushes a referee or off-floor official before, during or after any game shall be assessed a match penalty.

b-     Any player or team official who deliberately strikes, trips or body checks a referee or off-floor official before, during or after any game shall be assessed a match penalty.

c-      Any player or team official who threatens or attempts to strike a referee or off-floor official before, during or after any game shall be assessed a match penalty.

d-     Severe suspensions will be issued for infractions of this rule

 

 

Rule 72.          Off-Sides

 

Does not apply to games in the Arenex.

 

 

Rule 73.          Passes.

 

Since no offside or two line pass rules exist in the Arenex, no specific passing rules exist.

 

 

Rule 74.          Ball Must Be Kept in Motion.

 

a-      A team in possession of the ball in its defending zone shall always advance the ball towards the opposing goal, except if prevented by the opposing team. Violation of this rule will result in a face-off in the defending zone of the offending team.  Due to the size of the Arenex some lead-way will be given as to what is referred to as the defending zone.

b-     A minor penalty shall be assessed any player who deliberately holds the ball against the boards or any part of the goal in any manner, unless he is being checked by an opponent. Referee’s must determine the offending player and enforce these rules quickly.

 

 

Rule 75.          Ball Out of Bounds or Unplayable.

 

a-      Ball shall be considered out of bounds if it exits the playing surface into one of the players benches, penalty benches or any viewing area, also any part above the finished paneling on the wall or if the ball makes contact with the rafters or the basketball hoops over the goal nets or the air conditioning unit over the goal net.Face-off shall occur at the last place the ball was touched unless otherwise stated in the rules.

b-     A delay of game penalty shall be assessed any player who deliberately shoots, bats or throws the ball out bounds (74a). Face-off shall be in the offending teams defensive zone.

c-      If the ball is shot on the back of the net and come off without delay, or is able to be retrieved by a single player without obstruction play shall continue.  Otherwise the play shall be stopped, and the face-off shall occur at the location of where the ball came from to land on the netting.

d-     A minor penalty shall be assessed a goaltender who deliberately drops or throws the ball on the goal netting to cause a stoppage in play.

 

 

Rule 76.          Ball Out of Sight and Illegal Ball.

 

a-      At any time where the referee loses sight of the ball, play shall be stopped.  The face-off will occur at the point where the play was stopped, unless otherwise stated in the rules.

b-     If while play is in progress and another ball comes into action, play shall continue with the legal ball until the play then in progress is completed.

 

Rule 77.          Ball Striking an Official.

 

Play shall not be stopped if the ball touches any official anywhere on the floor, unless is deflects directly off an official into the goal net or out of the playing area.

 

 

Rule 78.          Refusing to Start Play.

 

Teams refusing to start play will be given a two minute warning by the referee, failure to start after the two minutes will result in a forfeit loss for the offending team. The coach and/or captain shall receive a major and a game misconduct. If another situation arrives in the same game where the referee would have to give a two minute warning, no two minute warning will be given and the game shall be ruled a forfeit loss for the team. Any such incidents under this rule will be reviewed by the league for further disciplinary action.

 

Rule 79.          Slashing.

 

a-      A minor penalty, or at the discretion of the referee a major and a game misconduct, shall be assessed to any player who impedes or seeks to impede the progress of an opponent by ‘slashing’ with his stick.  If injury results, a major penalty and a game misconduct shall be assessed

b-     A slashing penalty shall be assessed if a player swings his stick wildly in the general area of an opponent with the purpose of intimidating his opponent.

c-      A match penalty shall be assessed any player who deliberately attempts to or deliberately injures an opponent with a slash.

 

 

Rule 80.          Spitting.

a-      A match penalty shall be assessed any player who deliberately spits on or at an opponent, referee, league official, team official or spectator. Any such incident shall be reviewed by the league.

b-     A minor penalty shall be assessed any player who deliberately spits on the playing surface at the Arenex.

 

 

Rule 81.          Start of Game and Periods.

 

a-      The game shall commence 7 minutes after the scheduled time.  It shall commence promptly at the beginning of the game and beginning of each period.

b-     Face-off shall be conducted at the center floor spot.

c-      If a team is not prepared to start the game by the time the referee blows the game in, but are ready twelve minutes after the scheduled time the team will lose both their time-outs, and receive a delay of game penalty. If the team is not prepared to play by the allotted twelve minutes after the scheduled time, the game shall be forfeited to the other team.

 

 

Rule 82.          Throwing Stick.

 

a-      Where any player of the defending team, including the goalie throws his stick or any part thereof or any other object at the ball or ball carrier in the defending zone, the referee shall allow the play to be completed and if no goal is scored a penalty shot shall be awarded to the attacking team. If a goal is scored the call shall be treated as a washed out penalty. A minor penalty shall be assessed if not in the defending zone.

b-     A minor penalty shall be assessed any player who deliberately throws his stick or any part thereof or any other object not at the ball or ball carrier or outside the playing surface.

 

Rule 83.          Tied Game.

 

a-      If in the regular season at the end of regulation the game is tied in score, then both teams will line-up immediately (no break) for a 3 minute stop time overtime period. If at the end of the 3 minutes the game remains tied, the game will be recognized as a tie.

b-     If in the playoffs, teams will be given a 2 minute break and continue with regular playing time 20 minutes until one team scores.

c-      A team winning in Overtime is awarded 2 points in the standings for a victory and the team losing is awarded 0 points.

d-     Any overtime period shall be considered part of the game and all unexpired penalties shall remain in force.

 

 

Rule 84.          Time of Game.

 

a-      Two twenty minute periods, with the first 17 minutes being running time and the final three of each period being stop time. A two minute intermission will be allotted.

b-     The team scoring the most goals during the 2 periods shall be awarded 2 points in the league standings.

c-      If any unusual delay occurs within 5 minutes of the end of the first period the referee may order the intermission at that point, the balance of the period will be played and then the start of the second period will commence without an intermission.

d-     If the margin of goal differential is greater than 4 goals in the second period the clock shall continue to run.

e-      Each team is permitted 1 thirty second time-out per period (including overtime in the playoffs).  Time-outs must be taken during a normal stoppage of play. Time-outs will be reported to the scorekeeper and the scorekeeper will be responsible for noting when the timeout is over.  Both teams may take their time out during the same stoppage of play however the second team must inform the referee prior to the ending of the first thirty second time out.

f-       Goaltenders are permitted to go to their players benches during a timeout.

 

 

Rule 85.          Tripping.

 

a-      A minor penalty, or at the discretion of the referee a major and a game misconduct, shall be assessed to any player who trips an opponent.  If injury results, a major penalty and a game misconduct shall be assessed. A penalty shall not be assessed if in the referee’s opinion a player in unquestionably hook-checking the ball and obtain possession of it thereby tripping the ball carrier.

b-     A minor penalty, or at the discretion of the referee a major and a game misconduct, shall be assessed to any player who uses his feet to knocks an opponents feet from underneath him with a kicking or leg dragging motion (slew footing).  If injury results, a major penalty and a game misconduct shall be assessed. A penalty shall not be assessed a player in falling or sliding motion hits or knocks the ball from his opponent prior to making body contact the tripping shall be ignored.

c-      Where a player uses his stick, knee, hand, foot, arm or elbow in any manner or falls or slides along the floor directly in the path of the ball, causing the ball carrier to lose possession of the ball, a penalty shall be assessed. A penalty shall not be assessed a player in falling or sliding motion hits or knocks the ball from his opponent prior to making body contact the tripping shall be ignored.

d-     Where a player is control of the ball on a breakaway in the attacking zone and the player is tripped from behind, thus having been prevented a clear shot on net a penalty shot shall be awarded. The purpose of this rule is to restore a good scoring chance to the offended team, where there is no reasonable scoring chance no penalty shot shall be rewarded.

 

 

Rule 86.          Checking to the Head.

 

a-      A minor and misconduct penalty, or at the discretion of the referee a major and a game misconduct, based on the degree of violence of impact shall be assessed to any player who checks an opponent to the head in any manner.  If injury results, a major penalty and a game misconduct or a match penalty shall be assessed.

b-     A match penalty shall be assessed any player who deliberately attempts to injure or deliberately injures an opponent by Checking to the Head.

Note: The Checking to the Head penalty is based on “degree of violence of impact” and can be defined into three categories.

1.      Minimal impact would be called under the appropriate rules (elbowing, high sticking etc.)

2.      Moderate impact would be a more significant degree of violence that does not cause injury and would warrant a minor and a misconduct.

3.      Severe impact would be a high degree of violence, with or without injury and warrant a major and a game misconduct or a match penalty.

 

 

Section Seven: Arenex and NWBHL Amendments

 

Roster Violation

If the game sheet is not correctly filled out by the beginning of the second period, the clock buzzer will sound at the first stoppage of play and a captain must come to the timekeeper area and correct the score sheet.  A bench minor penalty will be issued for delay of game.

 

Scorkeeper

Scorekeeper is provided by the league and will record the goals, assists, penalties, shots, etc.  In order for stoppage of the clock or a time out, players MUST direct their request to the referees, NOT THE SCOREKEEPER.  The scorekeeper will not stop the clock unless directed to do so by the referee, or when extenuating circumstances occurs.  The scorekeeper will also stop the clock in the event of a penalty being assessed after a 5 second runoff (during running time)

 

Fines

Teams are responsible for all fines given to their players.  An individual player is not permitted to play another game until his fine has been paid in FULL.

 

Waiver Form

Players who haven't signed a waiver form that is on file with the league (check the website for the “Y” in the waiver column) must sign the waiver form before the start of the first game.  It is the team captain or coach's responsibility to make sure that new players sign the waiver form or a heavy fine will be implemented.

 

Player Qualifications for playoffs

A player must play 5 games (14 game season) or 6 games (18 game season) in order to qualify for the playoffs.  A goaltender must play 2 games in order to qualify for the playoffs.  In the event of an emergency, another goaltender may be used after the 8th game and can continue to finish the regular season (but may not qualify for the playoffs). A player must either be on the bench for a minimum of ½ of a game to receive a game credit. It matter not if he is in uniform or not, however, only 2 person not in uniform may be on the bench.

 

In order to qualify, all players must be on the team roster before the beginning of the 9th game.  In the event of a discrepancy, the game sheet will determine the amount of games a player has played.

 

Player Ejection

If a player is ejected from the game he must either leave the building, or go to the dressing room.  He may not stay in the lobby area or participate in the handshake at the end of the game.  No player under suspension may participate in the pre-game warm-up, or be able to be on the bench.  The manager or coach shall be responsible for the conduct of their players at all times.

 

Fan Behavior

If any fans from the participating teams act in an unfashionable matter, the team may receive an unsportsmanlike penalty.  If the fans continue to act unruly they will be asked to leave the building.  If the fans behavior continues to escalate the game will stop until the fans leave.  If they refuse to leave, the fans team will forfeit the game.

 

Players in Uniform

 

a-      All the players MUST wear identically colored uniforms, all of which must be longed sleeved. Jersey patterns cannot be dramatically different. Sleeves may not be rolled up over the elbow.

b-     All team members must be identified by a number on their jersey. No taped numbers are allowed. One non-numbered jersey of similar colour and design will be allowed per team per game, player will be designated as “0” and this cannot be an ongoing issue.

c-      Team captain and alternate captain(s) must be identified by a "C" or "A" on their jersey or the ref will decide who the team captain and alternates are.

d-     All teams must designate a jersey colour prior to the start of each season.

e-      The VISITING TEAM (as per the schedule) is responsible for any changing of jerseys if there is a colour conflict with another team.

f-       Uniforms must be in good condition.

g-      Goalies are permitted to wear jerseys different from their team but cannot wear a jersey whose predominant colour is the same as the other team.

 

 

Protective Equipment

Players must have their own gloves and helmets.  Players cannot exchange gloves or other equipment.  Players without full equipment are not eligible to play in the game.  The referee is empowered to make a call regarding illegal use of equipment.

Helmets must be CSA approved and gloves must be ice hockey or ball hockey approved gloves (no palmless or lacrosse gloves.)

Only approved (D-Gel) hard shell shin pads can be worn on the outside, all other hard shell shin pads must be covered by socks or pants.

 

Official Game Ball

The official game ball of the NWBHL is the D-Gel ball.

 

 

Illegal Goalie Equipment

If a goalie is caught with illegal equipment he will have a two-week grace period to buy new equipment.

 

Time and Clock Rules

Games are running time until the last 1 minute in the 1st period and 3 minutes of the second period (unless there is greater than a 4 goal margin). 

 

Also, to enhance the playing time for all players involved, hurry up face-offs will occur, referee’s will give a three count and drop the ball whether the team is ready or not. Specifically during running time on the PP’s teams will have 10 seconds to line up. If the PP team is ready at 7 seconds after the whistle the ref.

 

The clock will now stop when there is a penalty called, unless the game is in stop time the scorekeeper will allow a natural run-off (5 seconds or so) then stop the clock. This rule will not apply if the mercy rule is in effect.

 

Game Roster

 

Provided the scorekeeper is there 15 minutes prior to game time, it is the teams responsibility to fill in their rosters before the start of the game, adjustments can be made at halftime. Failure to do so will result in a delay of game penalty.  The league has gone to the effort of printing out roster form for every team making them available online so you can print them at home and bring them to the game filled out.  This rule will be enforced from the 4th game on.  It is very difficult for scorekeepers to fill in the roster and keep track of shots on net at the same time.  Please help them out.

 

General Playoff Rules

 

Top 6 of 9 teams will qualify for playoffs. Playoffs are best of three. Teams #1 and #2 and so on will have the option of waiving the bye if applicable. The remaining four teams will then be re-seeded and play in round 1 with the highest finishing team playing the lowest. Teams advancing will be re-seeded and then #1 vs #4 and #2 vs #3. Teams advancing from that round will advance to the final and play each other.

 

Players must play 5 of 14 games to qualify for playoffs.

 

Playoff Tie Breaking Rules

Playoff seedings will be determined by the following procedures if a tie between two teams:

1.      Most Wins (Overall)

2.      Head to Head (Most points)

3.      Goal differential (Head to Head)

4.      Goal differential (Overall)

5.      Most Goals (Overall)

6.      Coin toss

Face OFF’s

Start of Period, after a goal or referee error – center floor.

Ball out of bounds – where the original shot was taken unless saved by the goalie and deflected out of bounds.

Saved by goalie and frozen or deflected out of bounds – To right or left of goalie in Goalie’s defending zone

After a penalty – in the offending teams defensive zone to right or left of goalie.

*** The closest to the goal a face-off will occur ore the face-off circles to the right and left of the goalie.

 

Appeal Process (for fines and suspensions)

1.      One Game Suspensions and $10 fines can not be appealed.

2.      Place a $50 bond with the league, citing the game, date, players involved and description of events.

3.      The league will then convene a 3 man jury of managers, excluding the teams that were involved and one other if the team applying for the appeal so chooses and one other from the team defending the appeal if they so choose.

4.      A hearing will take place and a majority vote will decide if the suspension shall be changed.

5.      If the suspension was changed then the $50 bond shall be returned.

6.      The jury of managers decision shall be final

 

Reschedule Process

1.      To reschedule a game you must contact the president of the league

2.      A $100 administration fee will be charged.

3.      Within 10 days of the scheduled date the opposing team must agree to the rescheduling

4.      No reschedule within 72 hours under any circumstances

 

Forfeit Games

1st fofeit $100 fine and -1pt

2nd forfeit $100 fine and -1pt

3rd ejection

 

Teams at the winning end of a forfeit will two choices, one is to receive $50 of the forfeit fee and all players at the arena shall receive a game credit.

Or, have all players on their current roster receive a game credit.

 

Hand Passes

Hand Passes that are parallel or backwards in the defensive zone are permitted.

 

New Penalty Shot Rule/Delay of Game (To be reviewed at the 7 games)

When a team is already short-handed and they cause a delay of game penalty in the following circumstances a penalty shot shall occur

1.      A goaltender or player intentionally throwing the ball away from the referee

2.      Freezing the ball against the boards with your feet or stick while unchecked

3.      Intentionally playing the ball out of bounds while under no pressure from the opposition

 

Three Penalty/Game Ejection/Washed Goals

The onus will be on the player/team to recognize if he should be ejected from the game, therefore, if a player should have been ejected from the game under the three penalty rule, game ejection, 2 misconducts or game misconduct any goal scored or assisted by said player shall not count if it is brought to the attention of the referee while the game is still under progress.

 

Crease Rule

If an attacking player is standing in the crease interfering with the goaltender in any manner (including screening the goalie), prior to the ball entering the crease and a goal is scored, the goal shall be disallowed. It should be noted however, if the player in the crease was inconsequential to the goal being scored then the goal shall be allowed.

 

Emergency Goaltender Rule

The emergency goaltender rule has been scrapped. To compensate the league has a rental set of goalie equipment.  You must give the league 24 hrs prior notice for it to be at the Arenex.  Also, teams are permitted to start and play a game without a goaltender.
